Union Budget 2026-27 Gems and Jewellery Sector की बड़ी मांगें
Union Budget 2026-27 से पहले भारत के Gems and Jewellery sector ने सरकार के सामने अपनी प्रमुख मांगें रखी हैं। इस उद्योग ने duty rationalisation, procedural simplification और GST reforms की जोरदार मांग करते हुए कहा है कि मौजूदा नीतिगत ढांचे में सुधार बेहद जरूरी है।
Gem & Jewellery Export Promotion Council (GJEPC) ने वित्त मंत्री Nirmala Sitharaman को दिए अपने pre-budget suggestions में कहा है कि भारतीय exports को अधिक cost-effective और globally competitive बनाने के लिए तत्काल policy-level reforms की आवश्यकता है।
इसके साथ ही काउंसिल ने भारत को एक प्रमुख Diamond Trading Hub और Value Discovery Centre के रूप में विकसित करने के लिए कई अहम प्रस्ताव भी पेश किए हैं।
Global Trade Shift के बीच भारत की प्रतिस्पर्धा पर जोर
न्यूज एजेंसी PTI के अनुसार, GJEPC के Chairman Kirit Bhansali ने कहा कि वैश्विक gems and jewellery trade इस समय बड़े बदलावों के दौर से गुजर रहा है।
उनके अनुसार
- US tariffs में बदलाव
- उपभोक्ताओं की बदलती preferences
- Global supply chain में restructuring
जैसे factors के कारण भारत के लिए अपनी competitive edge बनाए रखना पहले से कहीं ज्यादा जरूरी हो गया है।
भंसाली ने यह भी कहा कि मौजूदा वैश्विक माहौल को देखते हुए quick और practical policy reforms अब समय की मांग बन चुके हैं।

Supportive Reforms और Stable Trade Ecosystem क्यों जरूरी
GJEPC के मुताबिक, उनके pre-budget proposals का मुख्य उद्देश्य है
- भारतीय exports को लागत के लिहाज से अधिक सक्षम बनाना
- SEZ operations को मजबूत करना
- Investment और skill development को प्रोत्साहन देने वाले reforms लागू करना
काउंसिल का मानना है कि अगर भारत के पास एक supportive reform framework और stable trade ecosystem होता है, तो देश न केवल मौजूदा वैश्विक चुनौतियों का सामना कर सकता है, बल्कि international jewellery market के अगले growth phase का नेतृत्व भी कर सकता है।
GJEPC के प्रमुख Budget Suggestions
GJEPC ने Budget 2026-27 के लिए कुछ ठोस और व्यावहारिक सुझाव दिए हैं
- मौजूदा 4% Safe Harbour Tax को अधिक बताया गया है, जो international trade में बाधा बन रहा है
- Cut और polished diamonds तथा coloured gemstones पर import duty को rationalise करने की मांग
- Customs Act, 1962 में संशोधन, ताकि customs procedures को export-driven sectors की जरूरतों के अनुसार अपडेट किया जा सके
- Risk-based customs clearance,
AI-enabled digital appraisals,
और trusted exporters के लिए self-certification जैसे reforms की सिफारिश
इन उपायों से speed, transparency और overall cost efficiency में सुधार होने की उम्मीद जताई गई है।
Gold और Silver Jewellery पर GST घटाने की मांग
इस बीच, All India Gem and Jewellery Domestic Council (GJC) ने भी सरकार से GST reforms, hallmarking और direct taxes से जुड़े मुद्दों पर ध्यान देने की अपील की है।
GJC के Chairman Rajesh Rokde ने कहा कि
“Gold jewellery और silver jewellery पर GST को मौजूदा 3% से घटाकर 1.25% किया जाना चाहिए।”
उनके अनुसार, इससे
- Tax structure ज्यादा balanced होगा
- Households पर financial burden कम पड़ेगा
- Formal transactions और compliance को बढ़ावा मिलेगा
Hallmarking और Tourist GST Refund पर विशेष जोर
GJC ने कुछ अतिरिक्त सुधारों की भी मांग की है, जिनमें शामिल हैं:
- Hallmarked jewellery के exchange पर capital gains tax exemption
- बड़े international gateways पर digital claim और verification system के जरिए
Tourist GST Refund Scheme को जल्द लागू करने की मांग
इन कदमों से domestic jewellery trade के साथ-साथ foreign tourist spending को भी बढ़ावा मिल सकता है।
